TECHNICAL SECRETARY is a general service employee. He/she keeps personal and other records of civil servants and general service employees, i.e. prepares the documentation necessary for the meetings attended by the district chief and performs organisational preparation of the said meetings, takes the minutes of the meetings attended by the district chief and performs technical editing of the meeting reports, pays attention to articles in the press and prepares reports regarding the data published in the media in order to put them at the district chief´s disposal, writes letters for the purposes of and by order of the district chief, performs written, telephone or e-mail correspondence for the purposes of the Administrative and Professional Service, tends to procurements, storage and distribution of supplies, keeps records for internal purposes and performs other duties as requested by the district chief.

DRIVER operates the official vehicle, meets the deadlines with respect to regular controls of the roadworthiness of the official vehicles and their proper maintenance, ensures regular servicing of the vehicles and keeps necessary records; keeps record on the use of vehicles and performs courier tasks and other duties as requested by the district chief.

HEAD OF DEPARTMENT: a university degree – BSc Economist. He/she manages the Department, offers professional guidance, co-ordinates and monitors the work of civil servants and general service employees in the Department, offers professional, administrative and technical support to the district chief in performing duties common to all regional units, organises professional, administrative and technical support for the District Council, sees to the proper preparation of the Draft Financial Plan for the purposes of preparing the Law on Budget System and controls the compliance of the commitments with the approved appropriations, prepares the Draft Human Resources Plan, a proposal for the Act on Internal Organisation and Job Classification in the Administrative and Professional Service of the District and tends to a consistent implementation of the civil servants assessment procedure, provides professional assistance to employees regarding the exercise of labour rights and prepares acts on the rights, duties and responsibilities of civil servants and general service employees, sees to the proper implementation of public procurement procedures for the needs of the Administrative and Professional Service, co-operates with the District and other regional units of the State Administration, as well as with municipalities and cities/towns on the territory of the District. He/she also performs other duties as requested by the district chief.

GENERAL JOBS: prepares monthly reports for the Central Human Resources Records, organises public procurement procedures and participates in them for the needs of the Administrative and Professional Service and controls the quality and manner of providing the contracted services, takes part in the job classification process in the Administrative and Professional Service and performs a job analyst duties, prepares contracts concluded by the District, performs activities which provide access to the information of public importance, manages the affairs relating to health and safety and prepares and implements the Integrity Plan.

MATERIAL AND FINANCIAL AFFAIRS: prepares the Draft Financial Plan for the purposes of preparing the Law on Budget System and prepares proposals of periodic plans for financing expenses, ensures the appropriate use of the means, analyses the cost-effectiveness of budgetary spending and makes periodic reports regarding the budget execution, verifies the correctness of the prescribed forms and controls the payment of salaries for the employees, processes data regarding salaries and other benefits and compensations of employees in the Administrative and Professional Service, calculates the sick leave compensations, separation allowances and other social benefits, calculates the taxes, fills in the forms, writes orders for the allocation of funds, as well as requests for payments execution.

TYPIST OFFICE – AN OFFICE TYPIST JOB: types and transcribes texts and sees to their uniform quality, creates tables, stores data on the magnetic storage media for the purposes of creating databases, performs other duties as required by the Head of Department.

REGISTRY OFFICE – ADMINISTRATIVE TASKS: receives and reviews mail intended for the employees of the Administrative and Professional Service, the District and other regional units of the State Administration bodies, opens and registers files, submits files, distributes files through delivery books, archives files, opens incoming mail and keeps record on postal charges, performs other duties as requested by the Head of Department.
